Both programs are in the same price range (MTC: $58, SCAL4: $60). Raster importing includes PNG, JPG, BMP, GIF, and TIF. Vector importing includes SVG, AI, EPS, PDF, GSD and WPC. Both programs can import a wide range of file formats. Both have functions for auto-tracing, freehand drawing, node editing, placing text and shapes on a path, shadowing, Bezier operations, temporary font installation, lattice design, rhinestone design, jigsaw design, and more. Both programs can be used to design what you need. 
There are actually lots of similarities between the two programs, especially if you compare either to higher end vector programs, such as Adobe Illustrator or Corel Draw.

Launch Sure Cuts A Lot and try to make a cut. Cricut does a self check and will not cut without one. Make sure you have a Cricut cartridge installed. Different USB ports have different power ratings and non-compliant USB cables will not work. If it is connected directly, try a different USB cable and a different USB port on your PC. Make sure your USB cable from your Cricut is connected directly to a port on your PC and not a USB hub or USB port on another device such as your monitor or keyboard. Turn your Cricut off and back on, and restart your computer for the driver to load.

Within Sure Cuts A Lot, select Help > Install Driver.

Make sure your Cricut's firmware is a compatible version and update if necessary. After each update attempt, be sure to turn your Cricut off and back on, and restart your computer to refresh your settings. 
Some customers have to do this several times before the update is applied. If your Cricut didn't update to a compatible version, repeat the update process by going to HELP > Update Cricut Firmware. You can check that your update was successful by turning off your Cricut and then back on, and the version will be displayed on the Cricut screen.
Follow the instructions to perform the update. From the main menu, choose HELP > Update Cricut Firmware. In the main window, click "Continue using Trial Mode". Download this version of Cricut Design Studio. MAKE SURE you install the version from this link, as different versions contain different firmware updates: Then download and install the file below, which is the correct version of Cricut Design Studio you need. 
If you already have Cricut Design Studio installed, uninstall it first.
